准公益性水利建设项目筹资方案研究

摘　　要：根据企业资本金收益要求,分析测算项目最大贷款能力,确定投资中债务资金与非债务资金的比例、非债务资金中政府资本金与企业资本金的比例。分析结果表明,通过调整和改善投资结构,使准公益性项目能依靠自身经营性功能的收益补贴公益性功能的运行费用,在不需要财政补贴的状况下,维持工程正常的运行和良性循环。According to the requirements of business capital,the maximum project loan was calculated.The proportion of the obligation fund and the non-obligation fund in the investment and that of the government capital and the business capital in the non-obligation fund were determined.The analytic results show that based on the adjustment and improvement of investment structure,the quasi-public hydraulic projects can compensate the operational expenses due to their public function by the profit owing to their business function,and they will be in normal operation without the financial subsidy.
