摘　　要：社会主义和谐社会的构建是一个系统工程,这个庞大的系统工程的重要目标之一就是西部民族地区的可持续发展。西部民族地区的可持续发展是实现公平与效率协调发展的必然选择,是促进人的全面发展的现实途径,也是巩固和发展社会主义民族关系的根本保证,西部民族地区要以人的全面发展为核心,努力实现"三个文明"协调发展。The sustainable development of Western minority areas is an inevitable choice to achieve coordinated development of fairness and efficiency,and a realistic way to promote all--round development of people, whatmore, it is the fundamental guarantee to consolidate and develop socialist ethnic relations. Western minority areas should focus on the all--round development of people and strive/or the coordinated development of ＂three kinds of civilizations＂
