摘　　要：建设服务型政府是西藏行政体制改革,政府职能转变的根本方向,也是提高西藏地方政府治理能力的重要途径。但是,在建设服务型政府的过程中,应该克服思想观念落后、政府职责不清、公务员队伍整体素质不高等方面存在的问题,并在此前提下,加快西藏服务型政府建设,提升西藏民族自治地方各级政府的治理能力。To construct service-style government is the developmental direction of Tibetan system reform and the function transformation of Tibetan government;it is also an important pathway of improving the gov- erning ability of Tibetan local governments.During this process,some problems should be overcome such as backward ideology,ambiguous responsibility of government,comparatively low quality of the civil servants staff and so on.Further on,to accelerate the construction of Tibetan service-style government is needed to upgrade the administrative ability of Tibetan government of all levels.
