摘　　要：经过30年改革开放,包括电力投资体制改革在内的国家投资体制改革不断深化,极大地促进了电力工业的发展。总体上看,我国电力投资体制改革经历了1978—2003年的"集资办电"阶段,解决电力建设资金不足问题,以及2003年开始的"深化投资体制改革"阶段,以贯彻《国务院关于投资体制改革的决定》达到深化电力投资体制改革的目的。电力投资体制改革以及市场化改革,实现了我国电力工业投资主体多元化、投资方式多样化、投资活动市场化、投资规模持续增加、电力投资结构得到改善、电力投资从"引进来"到"走出去",使电力工业取得了举世瞩目的成就,为我国经济社会的持续快速发展提供了有力的支撑。展望未来,要继续积极稳妥地推进电力投资体制改革,需要切实转变政府职能,加强、改善投资的宏观调控和电力监管,同时要通过体制和机制创新,发挥市场配置资源的基础性作用。The 30-year economic reform and opening to the outside world, together with the continuous strengthening of the investment system has enormously promoted development of the electric power industry in China. In general, China＇s reform in the investment system in the electric power sector can be divided into two periods. The first one from 1978 to 2003 is featured by ＂raising money to build power plants＂, targeting mainly at the shortage of funds. The second period, starting in 2003, mainly aims at deepening the investment reform in the sector as stipulated in the ＂Decisions on Reform of the Investment System＂ issued by the State Council in a purpose to deepen the reform in the power sector. The market-oriented reform of the investment system in the power sector has helped to realize diversification of investors and investment formats, functioning of the market mechanism in investing activities, continuous upgrade of investment size, improvement of the investment structure, and transfer from ＂inviting in investment from the outside＂ to ＂go outside to invest in the international market＂, which has contributed to the world renown achievements of China＇s power industry. Looking into the future, positive and sound implement of the power investment system reform calls for transfer of the government functions, enhancement of macro control on investment, strengthening of regulation on electric power, and exertion of the essential role of the market in resources allocation through system innovation.
