摘　　要：我国石油工业改革开放30年经历了三个阶段和许多重大事件,石油工业管理体制实现了从高度集中的计划经济体制向社会主义市场经济体制的转变,石油企业实现了从政府的附属物向法人实体和市场竞争主体的转变,石油工业实现了从封闭或半封闭状态向全面开放的战略转变,极大地解放了生产力,石油工业综合实力和国际竞争力显著增强,保持了持续较快发展,取得了巨大成就。在新的历史时期,石油工业要实现又好又快发展,仍必须坚定不移地推进改革开放。要以科学发展观为指导,以保障国家石油安全供应为中心,坚持市场化、国际化、公司化的改革取向,着力解决影响科学发展的深层次体制和机制问题,进一步解放生产力。要不断完善石油市场经济体系,继续改善政府宏观调控,加快健全现代企业制度,进一步提升对外开放水平,进一步转变发展方式,切实提高供应保障能力,为国民经济又好又快发展作出更大更积极的贡献。During the past three decades,'reform and opening' in the Chinese petroleum industry has passed through three stages and many significant events.Management has transitioned from the highly centralized system of the planned economy to a socialist market system,and petroleum corporations themselves have transformed from extensions of the government to corporate entities and market competitors.The industry has made a strategic transition from a closed or semi-closed state to a fully open one,leading to a substantial release of productivity and a stronger,more globally competitive industry.This allowed for sustained,rapid development and huge successes.In this new historical era,it is important for the petroleum industry to develop soundly and rapidly,meanwhile adhering firmly to the reform and opening process.Guided by the scientific development perspective,and with the security of the nation' s oil supply as a top priority,the industry must remain committed to transitioning to a market-oriented,international,corporate system.The focus should be on the resolving deep-seated systematic issues that stand in the way of scientific development,and on further releasing productivity.We must continue to refine the petroleum market economy system,continue to improve government macro-control,step up the process of building a solid modern corporate system,increase openness,further transform the industry' s approach to development,take practical steps to improve supply guarantee capacity,and make more substantial,more positive contributions to the development of the national economy.
