“第二轨道”外交属性与影响辨析

摘　　要："第二轨道"外交的概念在外延上存在广义和狭义之分,广义上它包含官方外交之外的一切外交方式和交流形式,狭义上它是指有政府、官方背景的"非正式"外交。狭义上的"第二轨道"外交的属性,不能简单归结为民间外交或官方外交,它是身份上的非正式性与本质上的官方性的有机统一,"第二轨道"外交所能发挥的影响也与此密切相关。一方面,由于其身份上的非正式性,"第二轨道"外交操作灵活,却又无法直接进行决策,所能起到的影响有限;另一方面,由于其本质上的官方性,"第二轨道"外交能迅速影响官方决策,但同时也不可避免地分享了官方外交的局限性。There are two meanings of Track -Two diplomacy. Broadly, it contains all the diplomatic ways and communication forms which are taken in official diplomatic channel. In the narrow sense, it is an ＂informal＂ diplomatic which have government official background. Therefore, the character of Track - Two diplomacy eanl he simply categorized as non - governmental or official, as it is the unity of informal nature and official essence, Track - Two diplomacy＇s influence also related to these. On the one hand, for its informal nature appearance, it can operate flexibility and cant bring direct decision - making. On the other hand, for its official nature, it not only can quickly affect the official decision- making, but also inevitably share the limitations of official diplomacy.
