摘　　要：介绍了我国第一部海底油气输送管道抢修应急预案。该预案包括了管道的应急组织机构、应急响应流程、抢修方案，并建立了应急保障资源数据库。在国内目前还不存在专业的海底管道抢修服务商的情况下，对海底管道的紧急抢修工作的组织和实施具有参考意义。Now there are no professional service providers for subsea pipeline repair in China, therefore, during the process of repair, SHPC needs to mobile and coordinate all the resources including vessels, repair tools, repair contractors and service providers. In the emergency plan, the context includes emergency organization structure, emergency response procedure, repair plan and resource database.
