港区一体化的制度创新

摘　　要：以大连港区一体化的发展进程为研究对象,在借鉴国内外自由港成功经验的基础上,结合大连港区自身的发展状况,指出大连港区在行政管理体制以及海关监管、金融、外汇管理等制度创新过程中应遵循的思路。Taking the integrative developing process of Dalian port and special zone as studying object, based on successful experience of domestic and overseas free trade ports as well as considering the development actuality of Dalian port and special zone, the paper pointed out the thoughtway of Dalian port and special zone innovating institutions such as CIQ supervising, financial and foreign exchange policies etc.
