摘　　要：洮儿河流域内分布着大面积的湿地—科尔沁湿地保护区(部分)、扎龙湿地、向海湿地自然保护区、查干湖湿地保护区,盐碱地和沙地,是吉林省确定的中西部生态环境建设的重点地区,是以水资源规划分配和保护为重点的整治地区。该地区集中地体现了东北地区中小河流存在的问题及突出特点,本文拟通过对洮儿河流域洪水资源的合理利用以及地下水库修建的探讨,提出改善西部生态环境方案,以减轻下游防洪负担,避免威胁人们的生活和生产,更要重的是通过利用洪水资源和地下水库,恢复湿地和治理盐碱地,改善生态环境,提高人类生存环境质量,实现该流域的水资源优化配置,使流域生态环境向良性发展,从而走出一条可持续发展之路。The Taoerhe basin distributes large area wetlands,saline and alkaline land and sandy land,is the key areas of ecological environment construction in the midwest of Jilin province and is important regulation area for distribution and protection of water resources planning.The problems and characteristics of middle and small rivers in northeast area is best embodied in the Taoerhe basin,then the paper attempts to discuss the reasonable utilization of flood resources and the construction of groundwater reservoir in Taoerhe basin,puts forward the improved scheme of western ecological environment to relieve the burden of flood control in the downstream section and ensure people's daily living and production.More importantly,the utilization of flood resources and groundwater reservoir could restore the wetland and treatment saline and alkaline land,improve the ecological environment and the survival environment quality,achieve optimal allocation of water resources,promote the good development of ecological environment and maintain the sustainable development.
