摘 要:自1986年龙刘两库联合运用后,宁蒙河段冰坝数量减少的同时,出现了冰塞灾害发生几率增加,冰塞时间分布由封河期出现转为封河、开河都出现,槽蓄水增量增大,同流量水位偏高,灾害损失惨重等凌汛新问题。本文首先分析冰塞形成和发展的主要因素。其次,研究了龙刘两库联合运用对这些因素的改变;利用冰水力学理论,揭示了龙刘两库联合运用对宁蒙河段冰塞特性的影响,从理论上得出凌汛新问题的根源是龙刘两库联合运用加剧宁蒙河道淤积。最后,指出调水调沙是防凌和解决凌汛新问题的关键措施。Since Long-Liu reservoirs joint operating in 1986,the number of the ice dam decreases,but the new ice regime occurs in the Ningxia-Inner Mongolia reach. For example,the probability of the ice jam disaster increases, the temporal distribution of the ice jam occurrence transfers from only the enveloping river period into both the enveloping fiver and the unsealing period. Channel-storage increment augments, the ice flood water level is high, and the ice disasters loss is serious and so on. Firstly, the main factors influence the form and development of the ice jam is analyzed in detail in the paper. Secondly, the factors and conditions variation caused by Long-Liu reservoirs joint operation are studied. The impact of ice jam in the Ningxia-Inner Mongolia reach by Long-Liu reservoirs joint operation is studied by the ice hydraulics theory. It has drawn a conclusion that the cause of the new ice regime is that the Ningxia-Inner Mongolia reach fills up because of Long-Liu reservoirs joint operation. Finally, it is pointed out that the water and sediment adjustment is the key measure for preventing ice jam and settling the new ice regime.
