摘 要:从供电可靠性水平及发展阶段、供电可靠性指标体系、供电可靠性管理机制3个方面对国内外城市配电网供电可靠性进行了对比分析。比较结果表明,我国和发达国家采用的供电可靠性指标体系基本一致,但与发达国家的供电可靠性水平差距较大,有必要引入目标管理来调动各方面的积极性提高供电可靠性水平。另外在可靠性统计数据的深层次挖掘、概率可靠性评估方法的推广、可靠性与经济性协调的奖惩机制等方面有待深入研究。分析结果对我国城市配电网供电可靠性规划和管理工作有重要指导价值。The comparison and analysis on power supply reliability of urban power network at home and abroad are performed in three aspects, i.e., the power supply reliability level and developing stages, the index system of power supply reliability and management mechanism of power supply reliability. Comparison results show that in China and developed countries the applied power supply reliability index systems are basically identical, however, there is still evident disparity between the power supply reliability level in China than those in developed countries, thus it is necessary to lead in objective management to arise the enthusiasm in all aspects to improve power supply reliability level. Otherwise, it has to be researched in depth to make the deep mining of reliability statistical data, to extend the probabilistic reliability evaluation methods, and to carry out the awards and punishment mechanism that coordinates reliability with economy. The results of this research are available for reference to domestic power supply reliability planning and administrative work of urban power network.
