摘　　要：随着社会的发展,中国农村集体土地所有权已不适应生产力的发展要求,集体土地所有权主体的不明确和所有权权能的不完整,导致了众多社会矛盾无法克服,社会冲突剧烈,它的改革已经成为目前学术界关注的热点。在分析中国现行农村土地所有权存在的问题的基础上,提出了明晰农村集体土地所有权主体、完善所有权的权能、加强集体农民对集体土地产权的有效控制和加强立法的措施,以期能对完善中国集体土地所有权制度有所助益,提高集体土地的利用效率。With the development of our society,the pattern of collective land ownership in China＇s rural areas could not match with the improved production demand.The ambiguity of the principal parts of collective land ownership and the incomplete of the power of collective land ownership lead to lots of society contradictories to be unable to overcome,and the social conflict is fierce.Therefore,reforming of the pattern is in great demand.This article analyses the current situation and difficult problems of collective ownership of land,then proposes some constructive suggestions,such as clarifying land property rights,and innovating of the power of collective land ownership,and enhancing the control of farmers to the right of collective land ownership and putting forward relative legislation,in order to do something good to improve China＇s collective land ownership and enhance the use efficiency of collective land.
