摘 要:目的了解某省三级疾病预防控制机构人力资源现状,为人力资源的合理配置提供科学依据和政策建议。方法通过调查问卷收集三级疾控机构工作人员个人资料,采用描述性流行病学方法对人力资源现状进行分析。结果该省三级疾控机构现有工作人员8371人,其中技术人员占70.71%;年龄构成呈纺锤型,以35~44岁和25~34年龄组为主,分别占34.33%和29.21%;学历以大专和中专为主,占80.57%;职称以中级为主,占44.86%;预防医学专业的人员比例不足1/5(19.44%);不同单位之间人员素质得分不均衡,省级人员平均素质得分是市级的1.12倍,县/区级的1.39倍。结论合理配置卫生人才资源,要制定科学的人才发展规划、加大公共卫生投入,建立人力资源建设与发展的长效机制。Objective To understand the current status of human resources allocation in Hubei Provincial CDC. Methods The 1 data were collected by questionnaire, and the current situation of human resources was analyzed by descriptive epidemiology. Results There was 8371 staff in total.including 5 919 professionals(70.71%). Most of the staffs were in 35-44 and 25-34 age group,( 34.33% and 29.31%). A majority of staff's education background were undergrduates and secondary school diploma (80.57%.) 44.86% of them were with middle professionals titles. The quantity of professionals majored Jn preventive medicine was less (19.44%). Distribution of average quality score of staff were imbalance in different levels of CDC, being 1.12 times higher in provincial CDC than that of municipal CDC and 1.39 times higher than that of county CDC. Conclusions According to the requirement of the social development, it is necessary to reform and adjust CDC's human resources, and strengthen the governmental functions. The government must raise the investment in public health to establish and perfect the public health system and develop the long-term model of human resources.
