新政策法规对中国东北和俄国远东森工综合体的影响

摘　　要：就中国特别是东北实施天然林保护工程等政策、俄罗斯《关于逐渐提高未经加工木材出口关税的决定》一些新政策及对其加入WTO的要求,对中国东北和俄国远东地区森工企业或综合体的生产和贸易、投资与合作的影响做了阐述和分析。提出了我国应对森林资源实施进口为辅的安全战略,建议两国共同建立一些相关规章制度,并改善投资与贸易环境;给出"以深加工为主、以伐为辅"的贸易投资一体化合作道路等相应的对策和建议。With regard to the policy for natural forest protection project in northeast China, some new policies for raising the export tariffs gradually on unprocessed timber made in Russia, and the requirements of accession to the WTO, this article explains and analyzes their influences on production and trade as well as investment and cooperation of forest industrial enterprises or syntheses in northeast China and Russia Far East. As a conclusion, the paper puts forward some proposals and countermeasures, namely to import forest resources as a supplemental security strategy for our country, and the two countries should work together to build a number of relevant rules and regulations to improve investment and trade environment, and the trade and investment integration of deep-processing based and cutting-supplement should be taken as principles.
