摘　　要：产业集聚和基地建设是经济较为发达的空间结构标志,也是经济技术获得进一步发展的有利的空间结构形式.近年来,大连市高新技术产业尤其是软件和信息服务业得到迅猛发展,2007年全市软件和信息服务业实现销售收入215亿元,增长48.3%.建设大连软件和信息服务外包基地是大连大力发展高新技术产业、现代服务业的重要举措,有利于加快大连成为全球软件和服务外包新领军城市的建设步伐;大连软件和信息服务外包基地的建设可以促进我市信息化与工业化的互动与融合发展,带动区域经济增长方式的转变,推进"两区一带"建设.Industry clustering and base building are the mack of spatial structure of rapid development of economy. They are also a beneficial spatial structure form for the further development of economy and technology. During the recent years, Dalian hi-tech industry, especially the software and information service industries, have made an enormous achievement. The whole city＇s software industry and information service industry have reached a record of 21.5 Billion in sales in 2007, which made an increasing rate of 48.3%. It is an important strategy of the Dalian government to develop the hi-tech and the information service industry energetically. At the same time, it is beneficial for speeding the development of Dalian city as an outsourcing base for hi-tech and information service industry, which will, on one hand promote the mutual development of the industrialization and information. On the other hand, it can promote transformation of the developing style of the whole area and the formation of ＂two zones-one area＂.
