核与辐射恐怖袭击下的公众应急疏散

摘　　要：核与辐射恐怖袭击造成的灾难规模大、社会影响大,应急准备和响应时应把保障公众健康和生命财产安全作为首要任务。本文介绍了核与辐射恐怖袭击可能的形式、特点及对其后果的评估实例,分析讨论了应急疏散区域、疏散路线和疏散指挥等公众应急疏散的基本问题,简述了公众应急疏散预案的制定和应急疏散响应的要点,对核与辐射恐怖袭击下的公众应急疏散问题作了初步探讨。Nuclear and radiation terrorism attacks will lead to large disasters and widespread impacts upon the society. This paper introduces the possible form, characteristics, and consequence evaluation examples of terrorism attack involving nuclear or radioactive materials, analyzes and discusses the basic elements of public emergency evacuation area, routine and commanding, and simply describes the development of public evacuation program and the key points of emergency evacuation response. This paper has made a primary exploration of the public emergency evacuation in case of nuclear and radiation terrorism.
