摘　　要：阐述了地反应急工作应遵循的准则——“社会满意准则”。介绍上海市地震局在1996年11月9日长江口以东海域发生Ms6．0地震时，迅速作出趋势判断的原始依据。由于当时作的趋势判断符合地震应急的科学性和社会性，因而在稳定社会秩序，保障经济活动中取得了较好的经济效益，可供有关方面参考。The observable criterion for earthquake emergency response-'Social Satisfaction Cri-terion'was described in this paper. It presents the original basis for quickly judging theseismic trend by Seismological Bureau of Shanghai when theuNov. 9”earthquake with Ms6. 1 occurred in the East China Sea area to the east of the Yangtze River Estuary. Good So-cial result was obtained in safeguarding social order and securing economical activity due tothe correct trend analysis and judgement with the nature of science and sociology. It maybe of significance for reference in the related fields-
