摘　　要：本文以深圳法定图则和英国地方发展框架为研究对象,对其建立的背景、编制的内容及编制与审批过程等方面内容进行深入的研究、比较和总结,吸取各自的优点,以期为探索国内地方层面的法定规划新模式提供有益的借鉴。This paper takes local development framework （LDF） of Shenzhen and England as the research object. Give more research and comparison from the preparation background, the contents and the procedure for the preparation and approval, At last, it provides the lessons. The lessons may be useful and set up new mode of the statutory planning for other Chinese city.
