新疆兵团农业经济体制改革回顾与展望

摘　　要：新疆兵团农业经济体制改革走出了一条不同于农村经济体制改革的路子。兵团农业双层经营体制——团场企业承包制下的家庭承包制,既发挥了团场统一经营的集团优势,又适应了农业生产的特点,较好地调动了两个主体的生产经营积极性。农业双层经营体制双重合约机制中的团场与职工的博弈行为,以及体制中的强团和富民的矛盾关系始终是兵团农业经济体制变迁的影响因素。基于此,该文对兵团农业经济体制未来改革的走向进行了展望:理顺团场与职工的利益分配关系,不断完善农业基本经营制度;以土地承包利费改革为核心,走农村经济体制改革的路子。The reform in agricultural economic system of the Xinjiang BINGTUAN is different from the rural reforms in China. The Dual - Layer Management System（DLMS） of BINGTUAN household contract system under the business contract system of farms not only plays group advantage of unified operation, but also adapts to the characteristics of the agricultural production, ultimately it can mobilize the production and management＇ s passion of the two main bodies very well. The game playing between the farms and employees , who under the Dual mechanism of the contract in the DLMS of BINGTUAN, and the conflict between strengthening the farms and enriching the people, are always the main factors in the transition of the DLMS of BINGTUAN. Based on this, the paper puts forward some useful suggestions and countermeasures to develop and perfect BINGTUAN future farm agriculture.
