摘 要:目的通过对宝安区社区人力资源的现状进行调查和研究,探讨城市社区合理配置和制定社区人力资源发展策略,研究发展城市社区公共卫生服务的紧迫性和必要性。方法通过实地调研,收集社区卫生服务机构注册的执业医师全部信息,并采用分层整群抽样的方法,对社区医生和负责人进行问卷调查,运用公共部门人力资源管理的相关理论对宝安区社区公共卫生服务人才状况进行分析。结果显示城市公共卫生服务人才中的核心问题,包括人均卫生服务人员配备比例偏低、年龄结构梯度失衡、整体业务素质偏低、学历层次有待提高、在编人员比例低,队伍不稳定,流动性大等主要问题。结论一是要加强社区卫生服务队伍建设,改善社区医生的福利待遇,提高工作积极性;二是要建立全科医师的任职资格制度、职称晋升机制和继续教育制度。从公共部门人力资源管理的角度,提出了在职人员的"育人"、"选人"、"用人"一体化机制。OBJECTIVES To survey the situation of the human resources in the community of the district of Bao'an and to provide suggestion of rational disposition the human resources and clarify the neccessity and urgence. METHODS In the basic of the field investigation, we colleted all information of regitered doctors and did questionnaire survey of doctors and heads through stratified cluster sampling. The situation of the huaman resources were surveyed through the thoery of public health resources management. RESULTS We found the core problem including the lower ratio of per health services staff, the unbalance of the age structure, the overall low quality of the business and the mobility and unstable team. CONCLUSIONS First, we must strengthen the building of community health services, increasing benefits and improving the initiative; Second, we must establish the general practitioners to the system of qualifications, job advancement and continuing education. From the public human resources management, we put forward the suggestion of the integration of "education" and "selection", "employment" of the in-service personnel.
