摘　　要：财政补助制度改革是当前社区卫生服务体系建设的热点之一,各地都在进行有益的探索。天津市塘沽区创建并推行"收支调控管理"这一新型的社区卫生服务财政补助制度,将财政资金的投向、投量、投入条件、投入方式和监管措施相互融合,通过科学、有效的筹资激励机制,遏制机构不合理趋利行为,强化社区基本医疗和公共卫生双重网底,增强公平性,提高工作效率。Nowadays, improving financial subsidy policy is one of focuses on constructing community health service system in China.Some cities are making useful studies on this topic. The government of Tianjin Tanggu district designs and implements ＂adjustment and regulation of revenues and expenditures ＂, which is a new financial subsidy system for community health service.It integrates the financial fund＇s input director, input volume, input condition, input mode and supervision measures establishing a type of effective financing incentive mechanism to avoid community health providers＇ unreasonable profit-seeking behaviors, and strengthen primary medicine care and public health service, so as to improve equity and efficiency.
