摘　　要：文章针对我国履行经1995年修正的《1978年海员培训、发证和值班标准国际公约》的情况,对我国目前在海员申请适任证书再有效时开展的船员知识更新培训的现状和成果进行了总结和分析,提出船员知识更新培训的问题建议。分析认为,应增加海员在船上和岸上获得再培训和教育的机会,进一步提高我国海员素质和竞争力。In connection with carry out the 〈78/95 convention〉 that is corrected in 1995 in our country,the current situation and result for knowledge renewal training of shipmen are analyzed when they apply for the eligibility certificate that is in avlid period again.That is consider： the education chance of shipmen must be increased for shipman they are on ashore and ships,the inner and competitive strength of Chinese shipman have to be raised.
