摘　　要：澳大利亚昆士兰州自1998年3月正式推行整合开发评估系统,试图控制开发活动对环境、邻里和基础设施的要求和影响,其理念突破了几十年来最具权威的以功能进行城市用地分区的"功能分区"理论,为规划界提供了一个崭新的管理思路。本文采用制度分析的方法对其产生背景、发展历程、制度组成、制度功能、运行机制和实施绩效等方面进行分析,并指出对我国建设开发审批系统的借鉴意义。Queensland officially carried out the Integrated Planning since March, 1998. Integrated Development ,Assessment System controls the influence which development impacts on the environment and the request of development which often includes infrastructure and so on. This idea has broken through the most authoritatively theory of ＂function district＂ , which has been carried on for ten years, and it has provided a new way to think over planning management for us. The method of institution analysis is adapted to research the background, the development process, the system components, the system functions, the operational mechanisms and the performance of Integrated Development Assessment System. Finally, the enlightenment on Integrated Development Assessment System is put forward to improve the development approval system of China.
