摘　　要：土地资源具有稀缺性和不可再生性,土地供给日渐紧张,拓展土地利用空间、将土地利用由平面趋向立体化发展的趋势日渐成熟。青岛市崂山区将建设用地使用权分层出让,不但垂范了法规政策,对区域经济的发展也具有很大的现实意义。land resources are scarce and non - renewable, land supply growing tension and expand the use of space land, land use will be three -dimensional from two trends of the development of the trend is reaching maturity.
