摘　　要：界定环境保护市场化的内涵,指出环境保护市场化应解决的四个主要问题及其发展的必然趋势。根据环境保护市场化机制的基本特征及其实现条件,政府应在环境保护市场化中改变单纯依靠行政的手段为利用经济手段保护环境,制定环境经济政策,起到宏观调控作用。同时应加强环境立法和完善执法及其监督,为环境保护市场的形成和发展提供法律保障。The paper specifies the connotation of the market orientation of environment protection and points out the four main problems that need solving for the market orientation of environment protection and the inexorable trend of its development. According to the basic characteristics of market-oriented mechanism of environment protection and the conditions for its realization, the government should turn its mere dependence on the administrative means into the utilization of economic means to protect the environment to play the macro-control role in the market orientation of environment protection by drawing up the environmental and economic policies, and meanwhile strengthen the legislation for environment and improve the execution of law and its supervi- sion so as to provide the formation and development of the environment protection market with legal guarantee.
