摘　　要：提出了在ＭＰＥＧ里不用做ＩＤＣＴ和ＩＱ的一种新的改进编码算法结构，提高了运动估值和运动补偿的精度，改善了图象压缩比，降低了硬件成本和计算时间。经计算机仿真比较后，证明这种改进的算法结构是有效且实用的，完全达到了上述目的。The　structure　of　a　new　improved　encoding　algorithm　without　IDCT　and　IQ　for　MPEG　is　proposed,which　increases　the　accuracy　of　motion　estimation　and　motion　compansation,Improves　compression　ratio　of　the　image,and　reduces　hardware　costs　and　computation　time.Computer　simulation　shows　that　this　improved　algorithm　structure　is　effective　and　practical,and　the　goals　are　fully　attained.
