摘 要:农村居民点整理是农村居民点用地的资产价值得以显化的过程,其实质是对农村居民点用地产权的重新界定与调整,对相关权属收益在各主体之间进行分配的过程。农村居民点整理现行产权制度安排在土地产权权属设置与流转制度、土地产权登记制度、土地权属权益分配制度等方面存在缺陷。明晰产权主体、完善权能设置,合理调整土地权属、完善土地产权登记,构建城乡统一的房地产市场、健全收益分配机制等是促进我国经济转型时期农村居民点整理的有效途径。Rural residential land consolidation is the process of assets value evidentization of rural residential land, the essence of which lies in re-definition and readjustment of property rights, and the income distribution in the related subjects. There are many mechanism defects on now property rights of rural residential land consolidation, such as land property rights setting and circulation system, land registration and income distribution, etc. To promote the development of rural residential land consolidation in China during the economic transition period, the effective ways of defining property rights, reasonable adjusting land ownership, constructing the real estate market of unified urban-rural, perfecting land registration and income distribution mechanism should be taken.
