摘　　要：环境制度体系建设是农村资源环境目标实现的根本保证。由于农村环境污染方式比较复杂﹑环境污染分布较为分散,非点污染源现象较为普遍,从而环境管理难度极为困难。加之现有农村环境管理制度缺位,规划缺位,资金缺位,城镇化企业管理缺位等一系列问题,导致农村环境管理滞后于农村经济发展的要求。这一问题已成为新时期新农村建设的障碍。建立农村环境治理制度体系是治理农村环境的基础工程,必须得到加强和重视。The establishment of environmental mangement systems in rural areas is fundamental guarantee and the basis on which to achieve environmental tar gets.lt is very hard to control pollution on the grounds that it is more dispersed distribution widespread and complex in rurual areas .In addation to, lack of environmental control systems ,planning ,funds,publicity , led to lags behind the requirement of the development of rural economy,In the new era,environmental pollution in rural area has become a new major obstacle in which rural economic development and lives. The construction of environmental management systems is the basis for environmental projects so it must strenghthen and emphasis on.
