基于产业集群的开发区发展问题研究

摘　　要：当前,国内产业开发区进入了重要的转型发展时期,提升核心竞争力成为转型期产业开发区实现可持续发展的关键问题。文章通过调研搜集相关资料,运用系统关联理论分析了开发区和产业集群的内生性关联要素,以及在政府主导下产业开发区向产业集群演进的路径。分析结果表明:产业开发区和产业集群之间存在不可分割的地域关联、要素关联、功能关联和目标关联因素;提出开发区培育产业集群的过程导向,即生产要素导向、支撑导向、创新导向和根植导向。同时认为完善、培育和发展产业集群,必须通过制定战略规划引导产业集聚,促进产业联系,健全服务体系,构建创新体系,培育根植文化,为形成产业集群的内源动力机制创造条件。The development areas are entering into the transformation phase in China. How to upgrade the core competences of them is a key issue to the sustainable development. The evolution oriented industrial cluster is an approach of upgrading development area＇s core competences. Based on the concept of development area and industrial clusters, the relevancies between them were analyses, like regional relevancy, element relevancy, function relevancy and objective relevancy. The government - dominated route from development area to in- dustrial clusters was discussed. The process from development area to industrial clusters comprises element orientation; crutch orientation; innovation orientation and embeddedness orientation . Some strategies fostering industrial clusters in development area are provided.
