摘　　要：结合通信投资项目特点,阐述了其后评价的含义及必要性,在研究其后评价主要内容的基础上,提出了包括目标评价、实施过程评价、效益和效果评价、影响评价和持续性评价六大内容在内的通信投资项目后评价指标体系,结合实例给出了通信投资项目后评价的逻辑框架法、对比法和成功度法,特别是提出了基于语言判断矩阵和模糊判断矩阵的综合指标体系评价法,解决了后评价指标权重分配、定性指标定量化及多指标评价结论综合汇总等问题.Combined with the characteristics of communication investment projects, the concept and necessities of post evaluation on communication investment projects are firstly elaborated. Based on analysis of contents of post evaluation on this kind of project, the post evaluation index system is pointed out, including objective evaluation, process evaluation, benefit and effectiveness evaluation, influence evaluation, and sustainability evaluation indexes. The logical framework approach, comparison approach, success degree approach are demonstrated with examples in this paper. A new comprehensive evaluation method is also proposed on the basis of linguistic judgment matrix and fuzzy judgment matrix which may be applied to the distribution of index weights, the translation of qualitative indexes into quantitative indexes, and the value assembly of multiple indexes.
