摘　　要：着眼国内国际两个大局,分析建设社会主义新农村对克服城乡经济社会发展不平衡、应对全球共同问题的挑战以及确保国家粮食安全的紧迫性;论述了加大统筹城乡发展工业反哺农业、城市支持农村,加大农业投入力度,增强农业和农村经济活力加速建设社会主义新农村的必要性;提出了建设社会主义新农村的重点、难点与对策。Seen from the angles of both the domestic and international general situation, the urgency of building the socialist new countryside for conquering the economic and social imbalance between cities and rural areas, meeting the challenges from the world＇s common problems and making secure the national grain safety, etc is analyzed; the necessity of further strengthening planning as a whole the development of both cities and rural areas, industry feeding agriculture in return, cities supporting rural areas, increasing the input to agriculture, strengthening the economic vitality of cities and rural areas, accelerating the course of the socialist new countryside building, etc is expounded; the main points, difficult points and related measures for building the socialist new countryside are put forward.
