对非公有制经济参与国防科技工业建设的思考

摘　　要：非公有制经济参与国防科技工业建设,有利于国防工业基础和民用工业基础融为一体,充分发挥市场配置资源的基础性作用,缓解国防建设与经济建设的矛盾;有利于国家安全效益和经济效益的提高。但非公有制企业参与国防科技工业建设,还面临着观念歧视、信息不对称、政策不平等等问题的困扰。要解决这些问题,就要给非公有制经济以平等的待遇;完善政策法规,保障非公有制经济的合法权益;加强对非公有制经济的监管。发挥非公有制经济的积极作用,能够促进国防建设与经济建设的全面、协调、可持续发展。Non-state-owned economy＇s entry into the industry of national defense science and technology is beneficial to combine national defense industry and civil industries, take advantages of basic resource-allocation function of market, smooth the divergence between national defense construction and economic construction and improve national safety and economic efficiencies. But it is faced with some difficulties, such as discrimination, asymmetric information and policy inequality, etc. To solve these problems, non-state-owned economy should be provided with an equal environment to develop. The governments should perfect related policies and rules, guarantee the legal rights of non-state-owned economy and strengthen regulations on it. Non-state-owned economy can serve an active function to promote the complete, harmonious and sustainable development of national defense construction and economic construction.
