摘　　要：指出了突破公立医院"主体改革链"的难点在于合理配置公立医院,并对如何优化使用政府卫生资源、综合利用社会卫生资源、科学确定政府财政投向投量、强化基层医院定位和功能、完善法律法规进行了可行性的研究,以保证区域卫生规划目标的实现。To point the rational distribution public hospital was the difficulty of the main reform chain of breakthrough in public hospital. The feasibility of research of optimizing government health resource and comprehensive utilization of social health resource and confirming government finance devotion and intensifying the orientation of grass root hospitals and perfecting the rule of law was studied in this test.
