我国公共图书馆制度转型的制度环境分析

摘　　要：当前公共图书馆制度研究主要集中于图书馆制度研究角度的划分、关于发挥政府制度保障的研究,以及对公共图书馆制度转型方向和形式的探讨等方面。在现有公共图书馆制度的作用下,公共图书馆面临公共服务体系改革、多中心制度安排下的公共服务供给模式转变、多元化公共服务对政府制度创新的要求等多重考验。针对公共文化服务领域的问题,应以民办图书馆制度环境为研究角度,探讨公共图书馆事业多元化制度转型的背景、目标及现实可能性。At present, the researches of the public library institution mainly focus on the division of the perspectives of the library institution, roles of the government in the institution protection, as well as the direction and forms of the public library institutional transformation. In the current effects of library institutions, public libraries are facing the multiple tests, such as the public service system reform, the transformation of public services supply model under the multi-center institutional arrangements, the diversified public service requirements for the government institution innovation. For the problems of public cultural services filed, we should discuss the background, objectives and realistic possibility of the public library institutional transformation from the perspective of private library institutional circumstance.
