摘　　要：图书馆治理的法律基础由宪法、法律、行政法规与规章、地方性法规与规章、图书馆行业自律规范、国际公约构成。将百所"211大学"图书馆制度作为考察对象,其研究表明,多数大学图书馆在制度构建方面都呈现出不同的制度缺失问题。因此,大学图书馆制度重构应遵循合法性与合理性相结合、系统性与稳定性相结合、读者为本与馆员为本相结合的原则,并采用新的制度重构框架。The legal basis of library governance is composed of the constitution, the laws, the administrative rules and regulations, the local laws and regulations, the self-regulatory codes of the library service and the international conventions. Taking the library institutions of 100 ＂211＂ universities as study object, the study shows that the majority university libraries have different institution shortages in the construction of the institution. Therefore, the reconstruction of university library institution should follow the principles of the legitimacy combined with the rationality, the systematic ness combined with the stability, the reader-oriented combined with the librarian-oriented, and take the new reconstruction framework of the institution.
