西部地区承接东部产业转移的环境风险及防范对策

摘　　要：承接东部产业转移对于优化西部投资和产业结构,缩小东西区域发展差距,促进我国和谐社会建设中的区域协调发展具有积极意义。但产业转移与环境风险之间存在着内在的关联机制,随着东部投资和产业转移项目的持续进入,西部一些地区已经面临着环境恶化的现实压力。为促进产业转移的健康有序发展,西部地区必须将环境风险的防范和化解纳入其产业承接战略,采取积极有效措施,确保随之攀升的污染不致突破西部环境容量阈值。The acceptance of the shifted eastern industry is significant to optimize the structure of the west investment and industry, narrow the gap between the eastern and western areas, and promote the regional coordination in the process of building a harmonious society in China. However, there is the internal mechanism between industry shift and environmental risks. Some western areas are facing the pressure of environmental degradation with the continuous entry of the eastern investment and industry shift projects. For the healthy and orderly development of industry shift, the positive and effective measure should be taken in the west to realize the prevention and dissolution of environmental risks into their industrial accepting strategies. Under this circumstance, the corresponding and growing pollution levels in the west can be kept within the acceptable area.
