摘　　要：1960年美国加利福尼亚州高等教育总体规划(以下简称总体规划)及时确立了美国加州高等教育的发展格局,示范性地解决了高等教育在大众化时期高等教育系统外部和内部面临的一系列问题,促进了高等教育系统内部的和谐发展,为其他国家和地区的高等教育树立了楷模。目前,内蒙古高等教育在步入大众化时期也面临着各层次盲目无序竞争的问题。美国加州高等教育总体规划能为内蒙古高等教育系统的改革和发展提供启示与借鉴。The 1960 Californian Master Plan for Higher Education （hereinafter referred to as the Master Plan） timely established the development pattern for California higher education, and has solved a series of problems occurred in external and internal of higher education system during the popularization stage. It promoted the harmonious development of higher education system, and set an example for higher education to other countries and regions. At present, Inner Mongolia higher education is also facing various problems during the popularization stage of higher education, such as the blind and disorderly competition at all levels, similar to those occurred in California. Therefore, California Higher Education Master Plan can provide inspiration for the reform and development of Inner Mongolia＇ s higher education systems.
