摘　　要：在创新型国家发展战略的指导下,构建城市管理创新系统具有重要的理论意义与现实意义。应当全面分析系统内外的积极因素与消极因素,设计适合城市发展的战略规划,引入知识管理、公众关系管理与流程再造。依托城市管理创新系统开展管理创新,改善城市政府的结构与功能,培养核心竞争力以加速构建和谐城市。Under the guidance of development strategies of innovation-oriented country, construction of civic management innovation system has both significant theory value and practice meaning. Positive and negative factors should be analyzed thoroughly to formulate strategic plans which meet the requirements of civic development. Meanwhile, knowledge management, public relations management and process reconstruction should be taken into consideration. To justify the structure and strengthen functions of municipal government, management innovation should keep pace with the development of civic management innovation system Only so can we foster core competitive competence of the city to speed up the construction of harmonious city .
