染疫船舶实施应急处置的探讨

摘　　要：2008年11月6日晚19∶00,诺如病毒染疫船舶百慕大籍"钻石公主号"邮轮抵达天津港锚地。天津出入境检验检疫局启动《应对突发公共卫生事件应急处置预案》,本着"最大限度保证旅客安全、最大限度减少经济损失"的原则,科学决策、灵活应对,对船舶、旅客、染疫人、行李、食品、垃圾及其他可疑污染物采取了传染病排查、隔离、留验、卫生监督、采样检验、卫生处理等一系列应急处置措施,妥善处理了这起公共卫生事件,达到了防止传染病传入和扩散的目的,履行了检疫职责。通过对这一事件的处理,提示检验检疫部门应进一步加强人员培训,提高防范意识,加强实验室能力建设,以应对突发公共卫生事件,更好地完成检验检疫任务,为保护人民身体健康,保障国家经济建设服务。At 19 o＇clock on Nov 6th 2008, the liner named ＂diamond princess＂ under the flag of Bernuda with the norovirus infected passenger arrived at Tianjin anchorage. In the principles of protecting the passenger＇s health and minimizing the economice loss, Tianjin Entry-exit Inspection and Quarantine Bureau has taken a series of flexible measures, based on scientific evidence, including infectious cases identification, quarantine and observation measures were also taken to detect possible infection resources in food, garbage and other possible stuffs. Meanwhile, steps were also taken to enhance sanitary supervision, laboratory testing. All these effective measures have sucessfully contained the epidemic from further spreading. Responding to this emergency case, we can draw a good lesson, in order to improve our work： it is necessary to enhance capacity building by means of staff training, increasing people＇s awareness and upgrading laboratory testing ability.
