摘　　要：在国家改革开放30年宏观背景下,重庆在推进改革的关键时期承担了三次国家意义的"先行先试"。重庆改革开放实践,既成为重庆经济社会在30年间发生巨变的强劲动力,又在国家改革开放的历史瞬间释放光彩,折射出中国特色社会主义伟大事业走过的光辉而坎坷的历程。无论是在20世纪80年代初期中国启动城市经济体制综合改革之际,重庆率先成为计划单列市并进行大城市经济体制综合改革试点,还是在20世纪90年代中期中国实施区域协调发展战略之际,重庆作为中国中西部唯一的直辖市,进入促进区域协调发展的前沿阵地;抑或是在21世纪初中国全面贯彻落实科学发展观之际,重庆作为国家批准的唯一省级构架下的全国统筹城乡综合配套改革试验区,肩负起为全国率先探索统筹城乡发展之路的历史使命,重庆都对国家的改革开放事业做出了贡献。站在改革开放30年的高度,理性回顾和总结重庆改革开放"先行先试"的经验教训,具有继往开来的历史意义。In the context of 30 years of reform and opening - up, Chongqing has shouldered three times of being a forerunner in critical period of propelling reform in China. The practice of Chongqing＇ s reform and opening - up, was not only the driving force of dramatic changes in the economy and society of the city, but also a typical example of reform and opening - up in the country. It reflected the brilliant yet uneven path that Socialism with Chinese characteristics had gone through. In the early 1980s when China launched the city economic system integrated reform, Chongqing was first specially designated as City in the state plan and started the trial of urban economic system integrated reform. In the middle 1990s when China conducted the coordinated development of region, Chongqing, as the only municipality in the western and central part of China, once again took the initial responsibility of enhancing regional coordinated development. While in the early 21 st century when China comprehensively implemented the outlook on scientific development, Chongqing became the only provincial national urban and rural comprehensive reform pilot area approved by the central government and undertook the historical mission of seeking the path for coordinating urban and rural. The fact that Chongqing＇ s contribution to China＇ s reform and opening - up demonstrated the forging- ahead significance of sensibly reviewing and summarizing Chongqing＇ s lessons and experiences of being a forerunner.
