摘　　要：欧洲实时洪水作业预报系统(EFFORTS)是一个环境数据监控与实时洪水作业预报的应用软件。它以全自动无需人工干预的方式运行,在这种方式下,数据处理也是一个全自动的过程,用户仅需要监控系统的执行情况。对EFFORTS的主要功能及系统结构进行了介绍。通过对EFFORTS界面的汉化,数据预处理软件开发和黄河小花间G IS图层的建立,将EFFORTS改造成适用于黄河小花间的实时洪水作业预报系统,提升洪水预报的技术手段。The European Flood Forecasting Operational Real Time System （EFFORTS） is an operational package for environmental data monitoring and flood forecasting. It works in a completely automatic manner （in this mode the data collecting and processing are carried out in a fully automatic way） without the need of user intervention. The user only supervises and monitors the physical evolution of the system under observation. Through the localizing of user interface, the developing of data preprocessing software and the building of GIS layers in Xiaolongdi to Huayuankou Reach of Yellow River, EFFORTS is reconstructed to the real time flood forecasting system that can be suitable to the Xiaolongdi to Huayuankou Reach, and can promote technical way of flood forecasting.
