行政许可法定程序在实施中面临的困境

摘　　要：《行政许可法》对实施程序进行了详细规定,但这些程序在实践中却遇到很多问题。行政许可实施机关往往以遵守程序较为麻烦为由,把程序仅仅停留于文本上;本来是为公民带来便利的"网上审批"和"联合、集中、统一"办理等程序设置,在实践中反而变成了公民的程序负担;听证程序、公开程序在实践中也都遇到立法时没有预想到的尴尬。There are many problems in the application of the legal procedure of administrative license, which is precisely regulated in The Administrative License Law of the People＇s Republic of China. Sometimes, the legal procedure is not applied, for the executive organ for administrative license thinks that it bothers them constantly. So the legal procedure only lies on the documents. The procedures of license on the web and license handled uniformly or jointly or collectively become the burden on the applicants practically. There are many difficulties in application of heating, opening ete, which were not anticipated during making The Administrative License Law of the People＇s Republic of China.
