我国土壤环境标准体系的构建

摘　　要：[目的]制定有效的土壤环境标准体系。[方法]在分析当前国际上有关土壤环境保护领域的动态以及我国《土壤环境质量标准》(GB156182-1995)存在问题的基础上,提出了构建我国土壤环境标准体系的初步构想。[结果]我国土壤环境质量不断恶化,土壤污染日益严重,现有的土壤环境质量标准存在诸多不足,已无法满足土壤环境保护工作的需要,制定土壤环境标准体系十分重要。根据我国目前的土壤污染情况,结合国内外最新研究进展,参考国家环境标准体系的构成,建议我国的土壤环境标准体系应当包括土壤环境质量标准、进入土壤的污染物控制标准、污染土壤修复标准。[结论]该研究可为预防和治理我国土壤污染、改善土壤质量提供参考。[Objective] The purpose was to make effective soil environmental standard system.[Method] On the basis of analysis on protection field of soil environment of international trends and problems existing in Environmental Quality Standard（GB 156182-1995） in China,a preliminary conception on constructing the soil environmental quality standard system was proposed.[Result] The soil environmental quality of China was in continuous deterioration and the soil pollution was serious day by day,the existing soil environmental quality standard system had many shortcomings,which could not meet the demands of soil environmental protection work,therefore,it was very important to work out the soil environmental standard system.According to the present soil pollution in China,as well as the latest research development both at home and abroad,and referring to the composition of national environmental standard system,it＇s suggested that the soil environmental standard system in China should include： soil environmental quality standard,the control standard of contamination entering into soil,remediation standard of polluted soil.[Conclusion] This study provided the reference for prevention and control of soil pollution and improvement of soil quality in China.
