中美政府信息公开制度的比较与启示

摘　　要：政府信息公开制度是受20世纪后半期开始出现的市民参政浪潮影响的必然结果;政府信息公开制度的建立是以公民和法人对公共部门拥有的公共信息享有知情权为基础的;中美两国由于政治制度、文化背景和经济基础的不同,政府信息公开制度表现出很大的差异性;比较中美两国政府信息公开制度,对改进我国政府信息公开制度提供了很多启示。The government information -open system is a result of the public participation in city management,which began to emerge in the latter half of the 20th century. The government information - open system is based on citizen＇ s and legal persons＇ public right to know. Because of different political systems, cultural backgrounds and different economic base, China and the United States have significant differences in the government information - open system. So China should compare the information - open system of China with that of the United States in order to improve our system of information - openness.
