公务秘书私人化的倾向

摘　　要：从秘书的发展史角度分析了我国秘书发展的历史特点,重点分析了我国当代社会秘书发展的两个不同趋势,肯定了秘书发展的职业化、正规化倾向;同时也分析了我国公务秘书在权力场中的不良的潜规则,指出了它的危害性,并提出了解决问题的办法,就是将秘书职业的规范纳入法律的轨道。The paper analyses the historical features of the development of secretary in our country from the angle of the related developing history, especially the two different tendencies in the contemporary development, acknowledges the professionalization and normalization of secretary development, discusses the negative invisible rules of secretary in reality and their harmfulness and puts forward measures for solution, i.e. to legalize the normalization of secretary profession.
