摘　　要：为了提高科研项目申报能力，我院主要通过抓思路更新和设备更新，实施基础更新；通过抓研究生队伍、导师队伍、科研管理队伍和青年骨干队伍等项工作来稳定科研队伍；并且调整了申报策略，采用横向联合、聚众之长、集中优势、总体布局、重视信息、适时申报等方法，使申报中标课题和重点学科增多。In frequent international exchanges, analyzing the phenomena of “mere reception” and imbalance between exchange frequency and academic development, we proposed that it is more important for imternational affairs officers to be benefitsoriented than to be policyoriented or serviceoriented. In different phases of international contacts, different strategies should be applied to make more successful cooperation and to train academic talents for hospital and to promote development of academic disciplines.
