建立公职人员财产申报制度有关问题的探讨

摘　　要：建立公职人员财产申报制度是反腐败工作深入开展的需要,是健全完善监督机制的需要,有利于发展社会主义民主,有利于维护党和政府的形象,有利于保护公职人员的合法权益。建立公职人员财产申报制度的难点是:少数领导干部存在思想障碍;合法家庭财产如何界定;缺乏强有力的执行部门等。建立公职人员财产申报制度的对策有,开展讨论,统一思想;先上后下,循序渐进;健全制度,规范管理;设立"廉政帐户";加大对贪污腐败的惩处力度;建立独立的执行机构。It is necessary to establish the system of property declaration of the public officers when the work against corruption goes further and the supervision mechanism needs to be improved. It is not only good for the development of socialist democracy, but also good for safeguarding the image of our Party and the govermnent, and good for protecting the legal right of the public officers. The difficulties in establishing the system of property declaration are： the temporary block of some leading cadres, the defmition of the legal family possessions, and the absence of a powerful operating functions, etc. The countermeasure are： to start discussions and unify drinking, to establish the system from central government to local authority, to improve the system and standardize the management, to set up the ＂clean and honest account＂, to punish the corruption severely and to set up the independent operating agency.
