摘　　要：在分析我国科研投入的资金规模、结构,以及科研项目管理体制的基础上,指出了我国科研经费投入中存在的主要问题,并提出了相关的对策建议:政府在直接提高科研投入中基础研究经费比重的同时,应合理配置R&D活动中三类研究经费的比例;采取政府和企业共同投资的办法,对于开展基础研究的企业,给予研究成本适当比例的财政补贴或税收减免补偿;应加强计划项目的统筹规划、协调衔接,建立科技协调合作机制和科技计划管理公共服务信息平台,从管理体制上解决多头配置、重复立项的现状.On the basis of analyzing the structure and scale of R＆D investment and the management system of research projects in China, it indicates the main problems in the current scientific research investment system. Moreover, it puts forward the suggestions to solve these problems. Increase the fund for basic research, and enhance the proportion of the fund for basic research in the three R＆D activities. At the same time, promote the business investment in basic research by fiscal subsidies or tax reduction. In order to deal with the problems of muhi-collocation and project duplication in management system, establish the coordination mechanism of S＆T cooperation and information platform of public service in S＆T plan administration.
