摘　　要：金融法的价值取向过分强调安全性,在政策和立法上,对农村民间金融实施抑制。这种抑制只是堵不是疏,对整个金融体系的健康发展是极其不利的。从金融和谐理念出发,充分考虑农村民间金融的重要作用,确立农村民间金融法律制度正确的价值取向。对于农村民间金融,既不能进行全面的松绑,也不能一味地打压。务实的做法,是从法律制度层面对农村民间金融进行梳理和规制。Security is excessively stressed in value orientation of financial laws, with curbing effect on rural non - governmental finance in policies and legislation. tion of rural non- governmental finance is taken Starting from concepts of harmonious finance, the important func- into full consideration so as to establish a correct value orientation of rural non - governmental financial legal system.
