摘　　要：实现"建设沿海经济社会发展强省"的发展目标,需要经济、政治、文化、社会等多领域共同进步。但是,随着经济快速增长和人口的不断增加,我省能源、水、土地、矿产等资源不足的矛盾越来越突出。发展循环消费是建设沿海经济社会发展强省的重要战略支撑,是实现我省经济腾飞、社会和谐、环境优美目标的基点。要真正贯彻循环消费、使这种观念和生活方式深入人心,还需要利用政治、经济、科技、文化等多种手段。Building a coastal province with Powerful Economy and Society involves comprehensive development in economy, politics, culture and society in Hebei province. However, with the developing economy and growing population, emphasis has been laid on the shortage of energy, water, land and mineral resources. Practicing recycle consumption is the strategic support for building a coastal province with powerful economy and society, and also is the starting point for a booming economy, harmonious society and beautiful environment. Political, economical, and technical means should be taken to carry through recycle consumption.
